General information about deposit in debt relations

What does deposits in debt relations mean?

Deposits in dept relations is a scheme under which a domestic debtor who is unable to pay his or her debt can be released from the debt by transferring money or securities to Norges Bank. In order to deposit debt under this scheme, one of the following conditions must be met:

  1. The claimant is unknown or unavailable
  2. The claimant refuses to receive the funds or does not provide the necessary assistance for the payment to be made
  3. There is doubt as to who is the right claimant

What happens to the funds deposited in Norges Bank?

Funds deposited with Norges Bank are safely held in deposit accounts. The claimant has the right to request payment of the funds for up to 20 years after they were deposited. If two or more claimants disagree on who should receive the funds, the funds can be paid out when this has been clarified by court judgment or by mutual agreement.

If the funds are not paid out within 20 years, the claimant loses the right to them. The depositor can then demand the funds to be repaid within one year. If the depositor does not claim the funds, they go into the treasury.

Application for payment of deposited real estate assets

If you have a claim on real estate assets deposited with Norges Bank and there is an agreement between the parties or a judgment on disbursement of the funds, please send an e-mail to post@norges-bank.no or a letter to Norges Bank, P.O. Box 1179 Sentrum, 0107 Oslo.

The letter should include the following information:

  • Name, postal address and telephone number of you as an applicant
  • If you submit an application on behalf of an enterprise or private individual, the corresponding contact information about this must be provided in addition to a power of attorney.      
  • Deposit account number or case reference if available
  • Which real estate agent has deposited the funds
  • Background and grounds for the application for payment, as well as a copy of the agreement between the parties or a legally enforceable judgment that explains how the deposited amount shall be distributed between the parties
  • Account number for the international transfer, including IBAN, BIC, Routing Number, or other relevant details. For transfers to the USA, please provide the ABA No., Routing No. or Fedwire No. (always 9 digits)
  • An account statement from your bank confirming that you are the account holder
  • Copy of government valid ID
  • Any other relevant documentation
Application for payment of bank deposits placed in Norges Bank

If you have received a letter from a Norwegian bank stating that your bank deposits have been placed with Norges Bank and wish to have the amount  paid out, please send an e-mail to post@norges-bank.no or a letter with the heading "Payment of deposited bank deposits" to Norges Bank, P.O. Box 1179 Sentrum, 0107 Oslo.

The letter should include the following information:

  • Name, postal address and telephone number of you as an applicant
  • If you apply on behalf of an enterprise or private individual, the corresponding name and contact information must be provided in addition to a letter of attorney
  • The name of the bank that made the deposits
  • Account number for the international transfer, including IBAN, BIC, Routing Number, or other relevant details. For transfers to the USA, please provide the ABA No., Routing No. or Fedwire No. (always 9 digits)
  • An account statement from your bank confirming that you are the account holder
  • Copy of government valid ID
  • Any other relevant documentation
Application for payment of deposited fund shares

If you have received a letter from a Norwegian financial institution stating that your fund shares have been deposited with Norges Bank and wish to have the funds paid out in cash, please send an e-mail to post@norges-bank.no or a letter with the subject "Payment of deposited fund units" to Norges Bank, P.O. Box 1179 Sentrum, 0107 Oslo.

The letter should include the following information:

  • Name, postal address and telephone number of you as an applicant
  • If you apply on behalf of an enterprise or private individual, the corresponding name and contact information must be provided in addition to a letter of attorney
  • The name of the financial institution with whom the fund units were held
  • Account number for the international transfer, including IBAN, BIC, Routing Number, or other relevant details. For transfers to the USA, please provide the ABA No., Routing No. or Fedwire No. (always 9 digits)
  • An account statement from your bank confirming that you are the account holder
  • Copy of government valid ID
  • Any other relevant documentation
Application for payment of all other deposited debt items

Applications for disbursement of deposited debt should be sent by e-mail to post@norges-bank.no or by letter to Norges Bank, P.O. Box 1179 Sentrum, 0107 Oslo. 

The application should include the following information as far as possible:

  • Name, postal address and telephone number of you as an applicant
  • If you apply on behalf of an enterprise or private individual, the corresponding name and contact information must be provided
  • The name of the person or institution who owed the debt
  • Background and grounds for the application for payment including relevant documentation
  • Account number for the international transfer, including IBAN, BIC, Routing Number, or other relevant details. For transfers to the USA, please provide the ABA No., Routing No. or Fedwire No. (always 9 digits)
  • An account statement from your bank confirming that you are the account holder
  • Copy of government valid ID

Please note that the processing time can be long due to the high volume of cases.
